Carroll County Council met Friday for a second day of 2009 budget hearings. Judges from both courts were among the department heads to present 2009 spending requests. One of the two was adamant there would be no reductions to his requests.
Carroll Superior Court Judge Jeffrey Smith, who is running unopposed for another six years in office this fall, presented his spending plan to the council and indicated he is not willing to negotiate line item increases. He explained salary increase requests were based on what court employees would have made had they been given raises for the past five years, plus a raise for 2009. He said all spending requests were based on five years' expenditures. The budget request amount was $18,606 more than was appropriated in the 2008 amended budget.
Council member Carl Abbott said there would be no more income for the county to spend in 2009 than there was in 2008. He said the council did not chastise any department by not granting line item increases, however all requests could not be filled.
"That's my only response," he said.
Smith said the goal for the home-detention program was to be self-sufficient, however an income reduction is expected for the fund because neighboring counties are no longer using and paying for Carroll County services. He said a personnel shift as a result of attrition would help the program's financial situation.
Circuit court judge Donald Currie, after presenting a circuit court budget which was $25,816 more than the 2008 appropriation, was questioned about the need for the level of public defender and indigent counsel spending request from joint courts.
"Are we making a good attempt to determine if people really deserve a public defender?" asked Ann Brown.
Currie said defendants swear under oath and their word had to be taken as truth. He added however that he questions them when he believes a full accounting of their resources was not given.
The total requested, including increases, for the public defender position funded through joint courts was $85,970, $15,000 for the indigent counsel/part-time and $77,000 for additional pauper counsel. The total increase for joint courts from the 2008 amended appropriated budget was $145,778.62.
Currie said there were plans to re-establish a Public Defender Council, which would provide 40 percent reimbursement of the cost of public defenders hired if requirements were met. (According to the Indiana Public Defender Commission Non-Capital Reimbursements chart located on the Web site, http://www.in.gov/judiciary/ pdc/, dated June 26, 2008, Carroll County received $134,854 in public defender cost reimbursement from the state, beginning in 2001 until the county public defender commission was dissolved in 2006.)
A public defender commission board would be established to set the salaries for public defenders among other duties which include standard and program requirement adherence and monitoring. Currie said two of the threemember board would be appointed by the judges and one by county commissioners.
Ashby asked Currie to review "substantial hardship standards" as adopted by the Indiana Public Defender Commission. He said the standards were developed to guide judges to make more informed decisions about which defendants qualify for the taxpayer-funded free service.
"We have borrowed $1.3 million this year," Ashby said. "I'm really concerned about making it all work."
Brown questioned Currie about the significant raises for both courts' employees. Currie requested a $6,164 raise in salary for the chief court reporter in circuit court, a $5,362 increase for the deputy reporter and a $4,540 increase for the bailiff in circuit court. The probation secretary's salary request increased approximately $5,898.
"We depend on taxpayers to fund these things," she said. "Some of them have not had raises either."
"How can you ask people to do that?" she added.
Currie responded that good and competent court reporters are leaving. He said the court bailiff "is making just over minimum wage."
Currie agreed to match the zero appropriation in the 2008 amended budget for per diem petit jurors, per diem/grand jurors, jurors meals and lodging and jury postage, thereby reducing the request increase to $114,278.62.
It should be noted each court has a separate budget and the two judges manage the joint courts budget together.

Every six weeks or so we go down to BJs Wholesale club to buy food.
With it just being the three of us we are able to keep our costs down VERY low by having that be our main souce of food.
And although we are able to fill the pantry and frezer with enough food to last six weeks the fridge is a bit more of a challenge.  The items that go in the fridge dont last quite as long.  So we head down to the city every two weeks or so to pick up fruit, vegitables, and bread.
The trip to BJs used to run us $250 to $300 for six weeks averaging down to about $50 a week plus an additional $10 or so a week in additional spending on perishables.
Its no longer the case.  While Ive been able to keep our every six week trip under $400 our supplemental trips have gone through the roof price wise.
This past week we spent over $50! on eggs, milk, veggies, fruit, bread, and rice.  And the rice was extra.  Small packets for 50 cents each and boxes for $1.50 each so it wasnt a huge addition.  NO it was the fruit, veggies, and bread that were so expensive.
Im amazed at how little food each dollar buys these days.  Im starting to get concerned.  I think there will be a great deal of people really hurting this winter when the cost of food and heating oil together with high rent/mortgage payments cause people to choose which necessity of life they will go without.
But for now at least.  We have eggs, milk, bread, fruits, and vegitables.

Its no secret that old media (newspapers mainly) not only hates, but is afraid of new media (blogs.) Im focusing on the print versions here, but thats not to say it doesnt apply to Radio vs Podcasting, CDs vs MP3s, or anything else you want to put here.
Theres basically 2 issues to examine here:
1. Why does old media fear new media?
2. Why does old media think they are more legitimate than new media?
The fear isnt based on the new so much as it is a fear of change. As a whole, people dont like change. Were creatures of habit. The biggest factor here though is change of business model. Its a large jump to go from subscription based to ad based. It requires a whole new way of thinking about your product.
If youve ever taken out a newspaper ad youll notice 2 things right away. The ads are extremely over priced and its impossible to know how many people saw your ad (and in most cases even how many acted on it.) The ads are overpriced because you cant track them. The level of thinking by newspaper ad salesmen still goes like this: I have 100,000 subscribers, so lets charge him for 100,000 ad views. Thats not how it works though.
There simply isnt as much value in a newspaper ad as there is in a Google ad. Online, I can track impressions, clicks, and sales. I can tweak it so that my online ad costs me less than $1 per sale. Ill never get that ROI out of a newspaper ad. (yes, theres value to branding for large corporations, but theyre not the norm here.)
Thats why newspapers are so hesitant to take their content online. Not only does it dilute the value of an actual subscription, (why pay when I can read it online?) but it also puts a hard value on their advertising. If people see that they can get an ad on the online version for less than $2.00 CPM, theyre going to expect the same rates for the print version. Thats a big discount from the $50 - $100 CPM rates that most newspapers currently charge.
Given their current staffs most major newspapers would not be able to make payroll off of a purely online publication. A shift to mostly online would mean a loss of jobs and a re-organization of most companies - and thats why old media fears new media.
That brings us to question 2:
What makes old media legitimate?
Techdirt has a piece about old media fearing new media, but the quote it gives is more interesting. The notice to journalists refers to broadcast media as illegitimate. Why?
The most common attitude among reporters is that they are professionals and bloggers are just the bastard sons who stay in the basement when company comes over. But what gives them that status? Is it money? It cant be because people like Scoble, Arrington, Masnick, and Calcanis all make more from blogging than most journalists do.
I think a lot of the attitude comes from the journalism degree. Its the same sense of being better than everybody that you get with your MBA - it also comes with a journalism degree.
But the times are changing. Some of the best writers dont have a journalism degree, and they dont really need one. Good writing cant be taught, it flows from within. Good reporting is the same way. It takes somebody with the drive and the inquisitive mindset to uncover good stories, you cant learn that in a classroom.
Have you looked at a journalism program lately though? Most still reduce internet journalism into 1 class that meets 2 hours per week for 14 weeks. Thats 3 credit hours out of 30 devoted to the internet. That might have something to do with journalists feeling that the web isnt important. In my college technical writing class we devoted maybe 15 minutes to writing for the internet. It covered how to make a hyperlink and briefly mentioned that your paragraphs should be shorter than a print article because internet readers have shorter attention spans. That class was a joke.
Journalism degrees will eventually go away as reporting shifts away from print, but that doesnt mean the quality will go down or that it will somehow be less
The shift toward equality is slowly happening, but as long as change threatens job security you wont see newspapers fully embracing new media anytime soon.

ON THE BOTTOM OF THE MEMO IT SAYS, "When a resident leaves their apartment, visitors need to leave with them. We can not have non-residents staying in the apartments when residents are not home."

A TENANT MEETING WAS HELD ON AUGUST 21, 2008. ONE PERSON SAID THIS IS NOT A NEW POLICY. ONE TENANT WAS CONCERNED ABOUT LEAVING HER 47 OLD SON ALONE IN HER APARTMENT, WHO IS IN THE ARMY. ANOTHER TENANT ASKED WHAT IF HE LEFT HIS ADULT DAUGHTER IN HIS APARTMENT TO USE THE COMPUTER AND HE WENT TO THE GATHERING ROOM. IT WAS POINTED OUT THAT WE DO NOT HAVE THIS POLICY IN OTHER RENTAL UNITS, LIKE ON CHURCH STREET, UNCASVILLE. IT WAS NOTED THAT THEY ARE A DIFFERENT KIND OF BUILDING. LOU ZEIGLER SAID HE WOULD TAKE THE MATTER TO THE HOUSING AUTHORITY.

ALTHOUGH I AM NOT A LAWYER, I BELIEVE THIS CLAUSE IN THE LEASES IS ILLEGAL BECAUSE OF THE FOLLOWING REASONS.
